Our first meeting post-Ramadan brings council back to a later start time around the dinner hour, and it also brings back all the items discussed last week at Committee of the Whole. The council agendas were kind of light in March, so April is appropriately busy right off the bat with some pretty big technical updates and some pretty big matters of new policy development. In terms of the technical, there’s water, sewers, and the City’s program to make residential buildings more environmentally sustainable. We come again to the end of the month and the regular council meeting. It’s been a pretty laid back month compared to last, and this meeting’s agenda fits that theme as council will revisit the very uncontroversial Committee of the Whole agenda, and then add another matter about whether not council should support the idea of subsidizing new pipelines. Although we’ve technically not quite gotten to the end of the month, we’ve at least gotten to the agenda for the end of the month. At the regular council meeting on the last Tuesday in February, we will cover again all the business from Committee of the Whole and then get into new business, which involves an annual visit from someone special and some big changes to an importance shared services committee. Originally, the content of this meeting was supposed to be tackled in September, which would have made it ideally timed about a little more than a week before the National Day for Truth and Reconciliation. Slightly less well-timed, but no less important, council will finally get together to consider matters of Indigenous reconciliation and their place in it with a very insightful and informative exercise. Just a day after a two-day meeting between representatives from Guelph and Wellington County, and about two weeks after it was first proposed in closed session at city council, staff have generated what’s sure to be the most controversial policy of the year. The growing visibility of encampments, especially in downtown Guelph, prompted the creation of a new bylaw, and it will be debated at this meeting! Here’s something interesting! In what looks to be a very busy week and month for city council, it’s a chance for them to sit as a tribunal to hear a complaint, in this case a complaint concerning a development charge. Council will hear the complaint, hear the response, and then hear the counter-response from both sides before rendering a decision. It’s all the fun of a civil trial live from the council chambers!!
