City Council Preview – What’s on the Agenda for the March 23 Meeting?

Even in the midst of a public health crisis, the gears of municipal politics still must move. With new authority granted by the Government of Ontario, city council will be meeting for the first time since the state of emergency was declared in the province, and they will gather in-person and electronically to discuss the immediate concerns of the City.

This meeting of city council will only be accessible via live-stream. Due to ongoing concerns about the spread of COVID-19, the council chambers will not be open to the public.

Procedural Considerations – In order for this, and potentially other future emergency meetings of council to proceed, some changes have to be made to the Procedural Bylaw right off the top. Council will have to consider the additional definition for an “Emergency Council Meeting” to the bylaw as well as the timeline for public notice for emergency meetings (as soon as possible), and the mechanism for for holding such meetings including electronic attendance. Council will also have to vote to suspend the Procedural Bylaw so that it can proceed without public delegations.

Chief Administrative Officer Delegated Authority – Section 4.4 of the Purchasing Bylaw gives the CAO delegated authority for procurement in times of emergency. According to the bylaw, “the CAO may conduct, or authorize the conducting of, the procurement of those Goods and/or Services with or without the involvement of the Manager of Procurement, and without employing the processes provided in this By-law, but employing the most expedient and economical means possible.” If the expenditure is more that $500,000, then the CAO has to provide council with a written report as soon as it’s reasonably possible.

Declarations and/or Delegations of Authority to Staff to Support Emergency Operations – No information on these items was provided in the agenda, but these might be supplementary motions that come up in the course of debate.

Consent Agenda items from the Committee of the Whole meeting on March 2. (Items can be pulled by a councillor seeking additional information, otherwise all items will be voted on as a slate without further debate.)
