City Council Preview – What’s on the Agenda for the April 9 Meeting?

For all those watching housing regulations in the city, and fans of discussions around city-wide changes to zoning, this planning meeting of city council is for you! Since last year, City of Guelph staff have been diligently exploring the question about whether we should allow four units as-of-right in the city. That question will get an answer, and speaking of answers, an new proposal will get its day in front of the horseshoe!

NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday April 5. You can also submit written delegations and correspondences for agenda items.

Public Meeting Report Gentle Density Four Dwelling Units on a Lot Proposed Zoning By-law Amendment – Fourplexes. We know that Mayor Cam Guthrie wants to build them. The comprehensive zoning bylaw approved last year made three units as-of-right legal in Guelph, but staff were directed to look at taking things further, and this is the initial report on that project. After a lot of research and public feedback, City staff have prepared draft regulations that will allow four units as-of-right, which will permit four units in the same building envelope where a single-detached, semi-detached, or street-fronting townhouse dwelling is a permitted use.

Most of the building regulations presently in place will be the same, though there is a list of changes including the proposal that only three parking spaces will be required for a fourplex. This is the statutory meeting for this new proposal, so no final decision will be made at the end of the day. The finished bylaw will come back in June, and then staff will look to making five-units or more as of right later this year.


Statutory Public Meeting and Decision Report 35 and 41 Janefield Avenue Proposed ZBA File OZS23-013 – Speaking of gentle density, this project proposes to take two properties that once had two single detached homes on them, and create four duplex units, plus four accessory units in the back. The project is so straightforward that this is both a statutory meeting, and a decision meeting, so while delegates will get their 10 minutes to discuss the proposal, council will make a final decision about the project too.
