This regular meeting of council will hold no real surprises (except, perhaps, the start time). Council will ratify the Committee of the Whole agenda, and there may be some attempted adjustments made there on a couple of items, and there’s a surprise additional topic to be considered as part of the consent agenda. Also, come early for a special second meeting on an entirely different subject.

COVID-19 General and Vaccine Expenses Grant: Paramedic Services – Emergency Health Services, which oversees paramedic services province-wide, recently announced that as of April 1, they will no longer be reimbursing 100 per cent of COVID-19 expenses and will instead just cover 50 per cent. So where is that other 50 per cent going to come from for the rest of the year since the Guelph-Wellington Paramedic Services has already had its 2023 budget approved?
Well, the first thing is that the total amount needs to be split, meaning 63 per cent will be covered from the City and 37 per cent will come from the County. In terms of what that means dollar-wise, staff are seeking approval to use funds from the tax rate operating contingency reserve to cover unexpectedly additional costs. In Guelph’s case, that’s just over $200,000 of the total $318,500.

Appointment of Guelph Representative to the Alectra Board of Directors – This will be discussed in-camera because of “personal matters about an identifiable individual, including municipal or local board employees,” but the formal appointment will likely be brought forward in a motion in open session for ratification.
Appointment of Auditors for Alectra Inc. – The shareholder will be asked to endorse KMPG as the preferred choice to audit Alectra’s financial statements. As you may be aware, KMPG is the external auditor of choice for both the City of Guelph and GMHI.
