City Council Preview – What’s on the Agenda for the April 21, 2026 Meeting?

One more council meeting before the election officially begins… April’s regular meeting of city council will shower us all in catch up work. At least at the time of this publishing, the agenda for this meeting is almost all about stuff that’s already been debated, the Committee of the Whole agenda, and a rare Business Licence Appeals Committee decision. Also, is there still enough council good will to support a new heritage commemoration month?

NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday April 17. You can also submit written delegations and correspondences for agenda items.

NOTE #2: In addition to meeting in-person, this meeting will also be live-streamed on the City of Guelph’s website here.

CLOSED MEETING:

April 2026 Public Appointments: The Elliott Community Board of Trustees – It appears that there’s an opening or openings on The Elliott’s Board of Trustees, so as usual council will discuss that in closed session first. It’s not clear if they will make an actual appointment in open session though.

Complaint Under Section 32(a)(iv) of the Business Licence By-law – A few weeks about five members of council met as the Business Licence Appeals Committee to hear an appeal of the City’s refusal to grant a private parking licence to a west end. The business owner in question failed to install the complete number of parking spaces ordered by the Ontario Land Tribunal, and there were also some maintenance issues, so for those reasons the committee upheld City staff’s original decision. The full council has to ratify the decision, which is why it’s here.

Support for Canadian Chinese Heritage Month – The Montreal group Unite Against Hate is quarterbacking an effort to create Canadian Chinese Heritage Month, which “grew out of conversations with members of the Chinese community who feel that Asian Heritage Month in May does not fully reflect the distinct history, struggles, and contributions of Chinese Canadians.” Councillor Erin Caton will ask her council colleagues to support the idea to create such a month.

Consent Agenda items from the Committee of the Whole meetings on April 7. (Items can be pulled by a councillor seeking additional information, otherwise all items will be voted on as a slate without further debate.)

  • Delegated Authority Bylaw Amendment Update to Bring-Your-Own events
  • 2025 Water Services’ Annual Report, Summary Report and Water Efficiency Strategy Progress Report
  • Traffic Calming Policy Update
  • Proposal for Amendments to Taxi Tariff (Appendix A)
