City Council Preview – What’s on the Agenda for the July 22, 2025 Meeting?

The last regular meeting before summer vacation, but not that last meeting before summer vacation, has something for everyone. There will be the return of the Committee of the Whole agenda,  including some additional information on one item, and there will also be some new public appointments to approve. And because when we say everything, we mean everything, there will also be a rare planning matter to consider. Let’s dig into it…

NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday June 18. You can also submit written delegations and correspondences for agenda items.

NOTE #2: In addition to meeting in-person, this meeting will also be live-streamed on the City of Guelph’s website here.

CLOSED MEETING:

July 2025 Public Appointments to Advisory Committees of Council – As usual, council will discuss appointments in-camera before approving them in the open session under Section 239(2)(b) of the Municipal Act, regarding “personal matters about an identifiable individual, including municipal or local board employees.”

Public and Decision Meeting: 343 Waterloo Avenue, Official Plan and Zoning By-law Amendments, Ward 3 – Wait a minute… This isn’t a planning meeting! True, but this comes to us via a directive from Mayor Cam Guthrie using his Strong Mayor Powers. This property was destroyed by arson, and the owners plan to re-develop with a four-storey mixed-use building with commercial and office space on the first floor and the three storeys above containing nine residential units. This is both a statutory and decision meeting; delegates will get their 10 minutes, but council will be making a decision instead of accepting the report.

Guelph Storm 2027 Memorial Cup Bid – No new information is presented in this agenda, but there will be a presentation a the meeting from Deputy CAO of Public Services Colleen Clack-Bush and Guelph Storm VP of Business Operations Matt Newby.

Public Appointment Policy Update – On the agenda are two recommendations, one to suspend Section 1.5.1.3 – Eligibility and Qualifications – of the Public Appointment Policy, and a recommendation to direct staff to review that section. Why? We will have to wait and hear from Councillor Leanne Caron who will speak to this item as no report is included in the agenda.

July 2025 Public Appointments to Advisory Committees of Council – When council approved the new appointments for the Advisory Committees of Council back in May there were still some vacancies on the Accessibility Advisory Committee (which may be why the scheduled July meeting was cancelled). Council will appoint the last six necessary members.

Consent Agenda items from the Committee of the Whole meetings on July 8. (Items can be pulled by a councillor seeking additional information, otherwise all items will be voted on as a slate without further debate.)

  • Paramedic Services First Quarter 2025 Budget Variance Report
  • Paramedic Service Response Performance 2024 and Performance Plan Recommendation for 2026
  • Administrative Penalty System for Automated Speed Enforcement and Red Light Camera Violations
  • Temporary Accessible Ramps in the City of Guelph
  • Wyndham Street North and St. George’s Square: Preparing for and mitigating construction (DTIRP Phase 1)
