The last Committee of the Whole meeting for 2024 is unlikely to generate much controversy with an agenda that’s largely administrative. Two big items on this agenda are essentially money management matters, the quarterly financials and the plan to tackle all those receipts once the year’s over, but for that human touch you will have to enjoy the accomplishments of this month’s staff recognitions. Here’s the preview…

STAFF RECOGNITIONS:
1) Trista Di Lullo, Council and Committee Coordinator/Secretary-Treasurer for Committee of Adjustment has been named the President of the Ontario Association of Committees of Adjustment and Consent Authorities.
2) Recognition of Life-Saving Acts by Members of the Community – TBD.
2024 External Audit Plan – Once the fiscal year is over, and the bean counters at city hall have done all their own math, the financials from the last year are turned over to an external auditor so that an independent third party can check their math. As usual, that third party is KPMG LLP. Partner Matt Betik will be on hand to talk about the plan, and answer any questions from committee.
2024 Third Quarter Budget Monitoring Report – As of the end of the third quarter, which is September 30, it looks like the City of Guelph will have a small positive operating variance for 2024. But while there will be a favourable variance of $850,000, or 0.16 per cent, of the gross operating expenditure, there’s an almost equal negative variance on the non-tax-supported side. On the capital side it was noted that there’s a big bump in the number of grants being offered by the federal and provincial government and presently the City of Guelph has $42.8 million in asks waiting for a decision. There’s also a recommendation to allocate $448,000 for for Paramedics Facility Renewal to finish renovations at the Clair Road Emergency Centre.
