Two big meetings back-to-back, united in the fact that there’s only one issue on each of their agendas. The final Committee of the Whole meeting of 2023 will actually look ahead to next year with a brief report, and after that, council will look to the past. Sort of. That Official Plan Amendment that was approved, sent to the Ontario government, rewritten, sent back to council and re-adapted… It’s back again!
NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday December 1. You can also submit written delegations and correspondences for agenda items.

Committee of the Whole – 2 pm
2023 External Audit Plan – Every year, the external auditor – who for the last several years has been the good folks at KPMG – reviews the City of Guelph’s financial statements to make sure everything’s in order, and ever year they come to council in advance to layout the plan about how they’re going to do that. Staff have reviewed the plan and have no problems with it.

Special Council Meeting – 2:30 pm
Official Plan Amendment 80: Minister’s Reversal of Provincial Modifications – It’s been about six months since city council last had a meeting about provincial changes to the latest version of Official Plan, and that meeting was contentious as council passed a motion to issue a letter reflecting its disappointment with the Ontario government’s meddling. And then last month, the new Minister of Municipal Affairs and Housing said never mind, everyone back to your original Official Plans.
GM of Planning and Building Services Krista Walkey and Manager of Policy Planning Urban Design Melissa Aldunate will talk about what happens next. No report was included in the initial release of the agenda, but there will be details released with the amended agenda next Friday.
