City Council Preview – What’s on the Agenda for the July 16, 2025 Meeting?

Remember the Strategic Plan? You should because every report that comes to council details how it aligns with the Strategic Plan, but since you sometimes can’t see the forest for the trees, council meets once a year to get an update about how well (or how poorly) the City is meeting its goals when it comes to the four pillars of the Strategic Plan. This is that meeting, the real State of the City if you will…

NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday July 11. You can also submit written delegations and correspondences for agenda items.

NOTE #2: In addition to meeting in-person, this meeting will also be live-streamed on the City of Guelph’s website here.

NOTE #3: This meeting will take place at the special time of 2 pm.


PRESENTATIONS:

Service Profile: Strategic Initiatives and Intergovernmental Services – Before getting into the Strategic Plan, we will get into the members of City staff who’s job it is to support the various department in trying to accomplish their goals, promoting the increase in the housing supply and supporting the goals of community wellbeing. Staff will review how Intergovernmental Services works, some of the challenges they’re facing and how they’re trying to overcome them.


Future Guelph Progress Report – At a glance, there was good progress in achieving the strategic initiatives, or SIs, after the first full year of implementation; 65 per cent are green, meaning they’re on track to achieving their goals, 25 per cent are yellow and 11 per cent are considered red. In terms of the key performance indicators, or KPIs, which measures how effectively the City is reaching its goals,  58 per cent were green, 10 per cent were yellow, 21 per cent were red and 10 per cent were baseline measurements meaning there wasn’t enough data. The meeting will also feature presentations from the local board and shared services about their own accomplishments and challenges…


Downtown Guelph Business Association – Chuck Nash, Chair of the DGBA, will be on hand to present, but no report was included with the initial release of the agenda.


The Elliott Community – Chief Executive Officer Michelle Karker will discuss the strategic imperatives of The Elliot and the progress in achieving them from enhancing the experience of their residents, to building better community partnerships, to creating more financial stability.


Grand River Conservation Authority – Chief Administrative Officer Samantha Lawson will lead council through the strategic goals of the GRCA, and look at their budget demands for 2025. On the latter, the presentation notes that aging infrastructure, a transition in nature centre programming, the supply chain, and an increased demand for more management on passive lands is adding to the fiscal pressures.


Guelph Public Library – Chief Executive Officer Dan Atkins will talk about what looks like another good year at the Library, and will offer a review of their new strategic goals including investing in their team, amplifying their stories, building a library focused on the future and becoming a pillar of public value. Also, you can probably expect a few words about the progress of the new main library on Baker.


Guelph Police Services – Chief Gord Cobey will tout accomplishments like more proactive community engagement with residents, and the launch of the Community Safety Operations Centre. He will also address so-called service quality indicators like the perception of safety, the crime severity index, response times, and the amount of money the service is spending on overtime.


Wellington Dufferin Guelph Public Health – Associate Medical Officer of Health Dr. Matthew Tenenbaum will review their accomplishments and public health statistics last year. He will also talk about the ways that Public Health is incorporating A.I., and how the growing population of the region is putting new financial pressures for the agency.
