June’s Committee of the Whole meeting will be kind of a laid back affair, not as busy as some month’s but there’s still some pretty big files that need council input and review. Employee engagement, the review of Community Benefit Agreements, and more on Corporate Asset Management kicks off the month of June at council, plus many items in closed session and a list of staff recognitions.

CLOSED MEETING:
ERM Implementation Phase 1 – That stands for “Enterprise Risk Management”, and the plan to enact it was approved back in February. Councillors will receive training about what the first phase of the implementation will entail, which is technically a matter of confidentiality and why it’s being discussed in-camera.
Hanlon Creek Business Park – Likely, this concerns the sale of more land on the property, so it must be discussed in closed under Section 239(2)(c) of the Municipal Act, regarding “a proposed or pending acquisition or disposition of land by the municipality or local board.”
35, 45 and 55 Silvercreek Parkway: Ontario Land Tribunal Update – This concerns the area otherwise known as the Lafarge site, which has been the subject of competing interest for over 20 years. Since this is an OLT matter, it’s being discussed under Section 239(2)(e) and (f) of the Municipal Act, regarding “litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; and advice that is subject to solicitor-client privilege, including communications necessary for that purpose.”
STAFF RECOGNITIONS:
1) Caroline Forsyth, Health and Safety Specialist, has been named one of the Top Female Safety Leaders in Canada by Safety Magazine.
2) Carrie Murray-Sprague, Election Co-ordinator, graduated the Municipal Administration Program frrom AMCTO.
3) Mila Cunningham, Administrative Assistance with Guelph-Wellington Paramedic Service achieved their Business Administration Certification from York University.

Employee Engagement Update – An engaged employee is the best possible employee you can have! That’s the message from this presentation which will outline how City of Guelph employees are being engaged, how well they’re being engaged and what that engagement tells us about what employees are thinking.
Community Benefit Agreement Program Review – Council asked for a review of the Community Benefit Agreement program during the 2025 budget confirmation process. Six months later we get this report, which identifies some need for improvement when it comes to how groups can apply to get a CBA and how the CBA money is budgeted for and assigned. There are a laundry list of recommendations from staff about how to improve things including matching applications to City departments for oversight, formalising a process to stop service duplication, focusing on the purpose and not the organization, aligning the process with strategic goals, standardising the agreements, standardising the reporting, and improving council’s training and education about CBAs.
2025 Corporate Asset Management Plan and Levels of Service – It was this time last year that Committee of the Whole received the last update, and since then council shaved off a number of projects from the 10-year Capital forecast in name of affordability. These deferrals ended up having an impact on the deadlines to reach the preferred level of service targets, which is dicey since half of the City’s assets now are in fair condition at best, while 30 per cent is in poor, very poor or past due condition. The new plan has to be submitted to the Ontario government by July 1.
Ontario Health: Multi-Sector Service Accountability Agreement, Declaration of Compliance -Once a year, the City of Guelph has to submit a declaration of compliance to indicate that all terms of the Multi-Sectoral Accountability Agreement were met in the past year; this must be done for all City services that get Ministry of Health funding. Right now, only one program at Guelph applies to this agreement and it’s the Community Paramedicine program through the Guelph-Wellington Paramedic Service.
