It’s time again for the regular council meeting of the month, a chance to revisit all your favourite reports from Committee of the Whole, and there’s definitely one report this October that’s going to get a thorough revisiting. Oh yes, there will be fireworks again. Literally and figuratively. There’s also going to be a pretty epic meeting in closed, and then council will hold a little class election to shake-up Committee of the Whole meetings for the rest of the term.
NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday October 25. You can also submit written delegations and correspondences for agenda items.

CLOSED MEETING:
Amalgamated Transit Union (ATU) Bargaining Update – As you may have heard, the workers of Guelph Transit are in the midst of a difficult negotiation with the City of Guelph. Council will get an update about those negotiations, but it’s got to be discussed in-camera under Section 239(2)(d) of the Municipal Act because it’s about “labour relations or employee negotiations.”
Bill 185 Interpretation – This is interesting. This bill known as the Cutting Red Tape to Build More Homes Act, 2024 received Royal Assent in June, but the point of this discussion here at council meeting is “regarding advice that is subject to solicitor-client privilege, including communications necessary for that purpose.” And that’s why this is on the closed agenda.
Fireworks By-law Review – There’s a new memo with some additional information prepared by staff for this meeting including some of the key caveats. The insurance requirement that will be left to the discretion of the property owner, though if you’re setting off fireworks on City property you will need insurance. Also, the animal safety plan will be recommended, but not mandatory. And when the bylaw says “Licensed Display Supervisor” it means “an individual who received the applicable certification through Natural Resources Canada.” The original recommendation directing staff to create a bylaw along the lines of what was presented at committee passed 7-5.
2024-2026 Council Appointments – It’s the midway point of the 2022-2026 term, which means that it’s time to play music chairs and vice-chairs for the subcommittees at Committee of the Whole: Audit, Corporate Services, Public Services, Committee of Management for The Elliot, and Infrastructure Development and Environment. They will also elect the new vice-chair for the Governance and CAO Office (the mayor always stands as the chair of that committee).
