The Guelph Police Services Board will get together again for the first time since July and in the process they will be the first to dive into their 2025 budget renewal process. If numbers aren’t your bag, you might be interested in hearing about the latest update to the Service’s strategic plan. That’s in this agenda too along with the usual verbal update from Chief Cobey and an update of the midyear financials. Let’s get into the details!

Human Resources Report: Member Appointments – The board will need to approve two new hires to temporary positions, and they will also need to approve sending four future constables to the Cadet Training Program, the new class for which has already commenced as of September 9.
Guelph Police Service Promotions – Sergeant Andrew McLachlan was promoted to Sergeant back in June, but it’s still got to be ratified by the board.
June 2024 Financial Variance Report – The second quarter financial report indicates green lights up and down with the exception of overtime, which was $145,000 over budget as of June 2024. That’s an ongoing issue, with paid overtime presently at 64.1 per cent of the full-year budget, but year-over-year the number of straight overtime hours is down by 1,651 in 2023. The board will vote to receive the update, and they will also vote to approve some changes to the capital budget, all decreases except for an increase to the Patrol and Field Support.
Board Correspondence Report – There’s one letter this month in the incoming mail, and it’s from Victim Services Wellington thanking the Board for Community Account donation for 2024 Paul J. Smith Memorial Golf Tournament.
Chief’s Monthly Report – As usual, Guelph Police Services Chief Gord Cobey will deliver a verbal report about the latest goings on at 15 Wyndham Street South.
Guelph Police Service Strategic Plan – The new strategy plan will cover six priority areas: Community policing, investigative excellence, community wellness, health and safety effectiveness within in the service, road safety, and downtown policing. The plan was developed from input provided by residents, service member and community partners, and it will guide the work of Guelph Police through 2027, which now aligns it with the City of Guelph’s strategic plan time horizon.
2025 Capital Budget Confirmation – This is part of the confirmation process for 2025, and the operating budget should come back next month for a first look. But for this capital budget, you will note a $478,500 increase for 2025 over and above what was approved last fall. Why? New regulations that will go into effect in April that require the purchase of new body armour, breaching equipment like bolt cutters, and equipment for tactical and canine units like night vision goggles.
