Committee of the Whole Preview – What’s on the Agenda for the November 5, 2024 Meeting?

November’s Committee of the Whole meeting will be largely straightforward but with matters of pretty big importance, especially if you like the timely and appropriate collection of your recyclables. That’s one of two matters on this agenda, the other is a matter of renewing the City of Guelph’s franchise agreement with a utility company and that one promises to get a little bit spicy.

NOTE #1: Delegates will be able to appear at this meeting in-person or via tele-presense but you do have to register with the clerks office before 10 am on Friday November 1. You can also submit written delegations and correspondences for agenda items.

STAFF RECOGNITIONS:

1) The City of Guelph is being recognized by the Global Covenant of Mayors for Climate and Energy, a member of which is Mayor Cam Guthrie, for demonstrating exemplary leadership in the fight against the climate crisis.

2) The Facilities and Energy Management at the City of Guelph will be recognised for received the Energy Management Insight Award by The Clean Energy Ministerial.

3) Amber Bryer, Safety Officer for Guelph Junction Railway, has completed the Canadian Railway Operating Rules Certificate and the Track Inspection Guidelines Certificate.

4) Planners Lucas Mollame and Rui Tong have both been named Registered Professional Planners (RPP).

5) Shaymaa Al-Ani, Traffic Signal Technologist, has received the Certified Engineering Technologist (CET) designation from the Ontario Association of Certified Engineering Technicians and Technologists.


Municipal Franchise Agreement with Enbridge Gas Inc. – What is this? Well, as defined by the report, the Municipal Franchise Agreement “sets out the requirements for the allocation of municipal territory to regulated gas distributors, including the requirement that the natural gas distributor obtain municipal consent to the construction and operation of gas works in the municipal territory, on terms and conditions approved by the OEB,” or the Ontario Energy Board. The current MFS expires in May 2025, the City needs to sign a new one with Enbridge, and city council needs to pass a bylaw approving the new agreement, which includes some adjustments.

Note: This is the item that Councillor Leanne Caron recently discussed on Open Sources Guelph as being the subject of a subsequent motion.


Blue Box Transition Status Update – As you probably already know, the City will be transitioning their Blue Box collection to a new producer-run system starting in the new year. This report provides an update about the transition including the formal selection of Circular Materials as the company that will manage the collection of recyclables, and how residents should not see much a difference when it comes to their collection. Meanwhile, options are still being explored for collection downtown, which is outside the scope of changes being undertaken, while the City continues collecting in the core through 2025.
